When Toby Ziegler goes batshit #2

In which it is made abundantly clear that you never come into Toby's office without an idea.

According to Rob Lowe's autobiography, which I've just read (it's OK: it talks about TV quite a lot so it doesn't count as a proper book), real-life White House staffers will now high-five each other and say "Hey! We just West-Winged!" when they realise they've just been walk-'n'-talking down the corridor.

If the actual White House staff now model themselves on the characters of The West Wing, I want to meet the guy who acts like Toby. And then stay out of his way when he's cranky.
